It has functioned primarily as a labor control device, a kind of extra tool in the hands of large businesses (and, for that matter, American families seeking nannies, gardeners, and so forth) to provide a cheap, flexible, and largely rightless labor supply. Worse, it has facilitated selective enforcement against particular racial and ethnic groups.”

State-manufactured terror is—as it’s always been—a vital tool in this historical struggle for class and racial domination. It is a viciously potent means for keeping workers, families and communities down.”
